President's brief on 22 February 1991

     The document worked out today during the Soviet-Iraqi talks has been “substantially tightened up in the direction of Iraq's responsibility" by comparison with yesterday's according to a statement made at a briefing by Vitaliy Ignatenko, chief of the press service of the USSR President.

     He declared that the document contains the following conditions:

1.       Iraq agrees to fulfill Resolution 660 of the UN Security Council, that is, immediately and unconditionally to withdraw its troops from Kuwait to the positions they occupied on I August 1990;

2.       The withdrawal of troops will begin on the day after the cease-fire in all the hostilities on land, sea and in the air has taken place.

3.       The withdrawal of troops will be completed in 21 days, including the withdrawal of troops from the City of Kuwait during the first four days

4.       As soon as the troops have been withdrawn from Kuwait the reasons for adopting other resolutions by the UN Security Council would be exhausted and, hence the above-mentioned resolutions will cease to exist.

5.       All prisoners of war will be released and repatriated within three days after the cease-fire and cessation of military actions.

6.       The confirmation of monitoring and supervision of the cease-fire and the withdrawal of troops will be implemented by observers or peace-keeping forces, to be determined by the United Nations Security Council.
