President's brief on 22 February 1991 1
The document worked out today during the Soviet-Iraqi talks has been "substantially tightened up in the direction of Iraq's responsibility" by comparison with yesterday's according to a statement made at a briefing by Vitaliy Ignatenko, chief of the press service of the USSR President.
He declared that the document contains the following conditions:
- Iraq agrees to fulfill Resolution 660 of the UN Security Council, that is, immediately and unconditionally to withdraw its troops from Kuwait to the positions they occupied on I August 1990;
- The withdrawal of troops will begin on the day after the cease-fire in all the hostilities on land, sea and in the air has taken place.
- The withdrawal of troops will be completed in 21 days, including the withdrawal of troops from the City of Kuwait during the first four days.
- As soon as the troops have been withdrawn from Kuwait the reasons for adopting other resolutions by the UN Security Council would be exhausted and, hence the above-mentioned resolutions will cease to exist.
- All prisoners of war will be released and repatriated within three days after the cease-fire and cessation of military actions.
- The confirmation of monitoring and supervision of the cease-fire and the withdrawal of troops will be implemented by observers or peace-keeping forces, to be determined by the United Nations Security Council.
